Yes, that's what I suspect.
The properties are declared in a CustomTable as follows;
<CustomTable Id="SP_Property">
<Row>
<Data Column="Property">SP_property_name</Data>
<Data Column="Value">our_value</Data>
<Data Column="Condition"></Data>
<Data Column="Hashed">0</Data>
</Row>
(as opposed to the usual <Property /> elements. I think one of the custom
actions is resposible for copying these values in.)
We then reference these in wix as follows;
<util:XmlFile Id="file1" Action="setValue" File="[#Config]"
ElementPath="/configuration/applicationSettings/setting"
Value="[SP_property_name]"/>
