It is poorly documented but it does exist and exists for this very sort of reason. <smile/>
The file is always right next to your BA.dll. Unfortunately, the WixBA doesn't need any information from the file so I can't point to it as an example how to load the file. Just get the executing path of your BA.dll then load the file named BootstrapperApplicationData.xml.
