Based on Neil Sleightholm's blog, http://neilsleightholm.blogspot.com/2012/05/wix-burn-tipstricks.html, it seems that the VersionNT is a value like v6.1. Strange that it's not the same format as the Windows Installer property, but now the condition evaluates as expected.
