Adding the new components to an existing component group and feature is perfectly reasonable. I find it strange that there is no mention in the log at all of your new ones. Have you searched in the log for the components, rather than the files ? If the component's action was nulled out (as in http://blogs.msdn.com/b/rflaming/archive/2005/07/07/439810.aspx), I'd imagine the filenames wouldn't be mentioned at all

When we do a fresh install the new dlls get deployed to the proper location. However while doing an in place upgrade the new dlls are not getting deployed.
