Thank you, guys! I'd had it set "perUser" because it sounded the most similar to what I had set as installscope for my previous package, I believe. I don't dare open it up in VS 2010 to look at what it says. I've rebuild with "perMachine" and "elevated" and I'll send off for a test-install to the guy that had the previous issues.
