I disagree....

If your application needs to update files in the Program Files folder then
it needs admin privilege. If the history of the application is that "it's
always worked this way, even on Windows XP", then it's always needed admin
privilege and now on UAC machines the program needs an elevation manifest to
get that admin privilege. 

If it's a new application (or an application that you now require limited
users to run) then the data file(s) is in the wrong location. Install it to
a place where limited users can update it. That's what the Application Data
folders are for.

SIDs." Or there will be localization problems when installed in other
languages?
