"Specifies whether the package can be uninstalled. The default is 'no'."
        
        Making a package impossible to uninstall seems extremely frustrating 
for a user, and in my own MsiPackage, when Permanent='yes', I can still 
uninstall it, so...I don't think I understand what it does.
