I'm confused. You shouldn't normally need elevation to use (consume) files that 
are under "Program Files". Please explain what problems you are finding here.
 
If you are trying to change machine state, you should do that from either MSIs 
or EXEs in your chain, not from your UI. By changing machine state from your 
chain, you retain the ability to manage cleanup and rollback, something very 
difficult to do right from your UI.
 
If you are dealing with one of the very few APIs that don't allow "read" access 
without elevation: that has nothing to do with "Program Files" per se. That is 
a known issue for which we are currently reviewing options, and for which some 
workarounds have been described previously on this email list.
