If using the WixStdBA in 3.8 (or with Wix 3.7 AND the WixExtendedBA from http://wixextba.codeplex.com/) you may find it helpful to use the BAFunctions.DLL. As others have indicated you could ask the questions in the WixStdBA, process the selected radio button on OnPlanComplete, and install your oprtional prereq, then the Msi and any optional scripts.
