If the only block to be reported is ?Reboot Pending,? the returned value is the Incomplete-Reboot Required value (0x80048bc7).
That's Pending Restart due to a Block. Incomplete means, the installer did not finish. Upon Restart the block should be removed and the install will need to be restarted. You need to investigate to see which component in your requirements is creating the block.
