I don't have a need to provide a hotfix that isn't in the next normal release. So my v1.1 hotfix is in reality a v1.1 install. It has all the same things as v1.0, with the addition of the MspPackage to the existing MsiPackage's Package group. The download should be minimal as the engine will just schedule the installation of the MSP. This allows existing v1.0 installs to download the v1.1 bundle which then just installs the MSP.
Since you have different needs than me, it really seems like a separate upgrade code would be logical. You are going to have some interesting patches to create to target the RTM and the RTM + HF1.
