I think that's the thing that mutated into the Bootstrap Manifest Generator (which is still out there) and you could encode your prerequisites, detections with text (the manifest) and get them installed, for ClickOnce and MSI. It seems to have fallen by the wayside recently. If there's already a WiX/Bundle data-driven prerequisites mechanism for detection and installation, then perhaps Rob is referring to a library of prerequisite detection mechanisms and not actual code?
