How about changing the Program to Log the Time each instance Starts, using DateTime.Now? Even If the program is uninstalled the last log file time-stamp shows the last time the program ran. Any Directories or Files that are created post install, are not removed by the installer as the installer did not put them there. The other option is to write the Start time to the Windows Event Log, as the log is time-stamped.
