I have read that if you want to add a certificate to the current users store
then you need that users permission.  Windows will not let you install a
certificate in the current users store without this dialog.

I solved it by simply installing it to the computers store instead, but my
installer runs as admin so I dont think this solution is for you.

I think your only options are .

1. No Elevated UAC installer - you always get the dialog.
2. With Elevated UAC installer - install the certificate in the Computer
store with NO dialog.
