I would guess that one reason could be that the gui seems to be very different in the BA compared to MSI, when using Wix, you have good ui libraries for MSI, but almost nothing for BA, as far as I have found. And what is there, is very much diffent, atleast that is my expression right now, doing my rounds with BA that installs lot of MSI's.
