Neither. In my case, stopping the AppPool would probably allow all the files (and the folders) to be deleted. However, we're not "ready" for that step. So, IIS holds locks on some of the files during uninstall, and some files get left behind. I can put some RemoveFolder or RemoveFolderEx code in, but this is just a Band-Aid.
