What did you copy and past them into?

A wxl file has an header that specifies the code page.  If you also create
string entries for the Codepage, you can then use the wxl string entries to
set the Product/@Language="!(loc.LCID)" and the
Package/@SummaryCodepage="!(loc.SummaryCodepage)".  Something like this:

<WixLocalization Culture="ko-KR"
                 Codepage="949"
                 Language="1042"
                 xmlns="http://schemas.microsoft.com/wix/2006/localization";>
  
  <String Id="LCID">1042</String>
  <String Id="Codepage">949</String>
  <String Id="SummaryCodepage">949</String>
  

  
  <String Id="DownVersionErrorMsg">새 버젼의 [ProductName]이 이미 설치되어
있습니다.</String>
