If running DPInstall.exe on the command line fails, then those issues should
be resolved first.  Have you enabled verbose driver setupAPI logging?

I think it is recommended that you use the Wix DifxAppExtension to install a
pnp driver using a MSI package.  A non-pnp driver may require a different
approach.  You might also want to look at pnputil.exe to validate the state
of the driver cache after you attempt to install the driver.
