Sorry for responding to myself, but I need to correct something here. 
An additional reason for the spec was to avoid accidental dismissal or
erroneous choice of action.  With windows stealing focus, especially
unexpected error dialogs, the user could easily accidentally dismiss
the window before getting a chance to read it, or, worse, select an
action that they don't want.
