Well, this probably isn't the answer you were looking for, but no, the only language in the spec is that the MWM hints are deprecated. Tuomo already pointed out he won't support no-decoration-requests, and I think he has provided perfectly valid reasoning. I would be inclined to do likewise if I were writing my own WM. Anyway, if you think your app needs these hints to be supported, just tell your users to use a WM that allows you to boss it around.
