I have a patch here that I picked up somewhere which implements what it calls unix-style window cycling.
My memory on this is somewhat fuzzy and I'm sure someone will correct me but this looks at first glance like the old cycling style which wmaker used to use before Windoze Cycling took over.
As I recall the old way was that if you had three windows - say A, B and C - and A had the focus, Alt-Tab (or whatever) would switch to B and a second Alt-Tab would switch to C. With Windoze Cycling a second Alt-Tab switches back to A.
I remember hating Windoze Cycling at first and thinking about patching the old behaviour back in but eventually I got used to it.
It should be easy to merge the functionality. You just have to keep walking the window list until you hit one which has the same wm_instance and wm_class as the active window.
