Indentation uses tabs=8, and I am surprised that you found so many cases of violation as to get confused. The reindentation was made automatically with 'indent' to use tabs=8. I certainly use tabs=8 and have taken some care to try to enforce this upon patch submitters, but I haven't checked all patches conformed to the style.
