As far as I have understood the BUGS file, I always looked at it as
KNOWN (minor) BUGS which will or won't be fixed in one of the next
releases. As these are mostly minor bugs, most users do not bother
whether they are fixed or not
I think a bug tracking system would be a good idea, maybe at
bugs.windowmaker.org.
