Yes, this was the reason. There were wrongly displayed texts.
Are you sure? I believe that fonts like Trebuchet, Arial or Verdana
origins from corefonts[1] package, so that they are all UTF-8. What
exactly is displayed wrong with those fonts? Accented letters?

I've found this in the old changelogs:

* Fri Dec 10 2004 Matthias Debus<[email protected]>  0.91.0-3mdk
- change menu encoding to UTF-8 (Thanks to Michael Scherer!)
- use Sans font in WM default themes to make non-western users happy

So this was in the time of switch to UTF-8, can someone confirm this
is no longer an issue?

I am using WindowMaker, with UTF-8 and spanish characters without problems. I am non-western user happy now ;-)
