No. The WindowMaker-0.95.2.tar.gz was built from the git tag of wmaker-0.95.2 (same date you are talking about), but it's built from the "make dist" target after autogen.sh && ./configure Since the doc/Makefile.am didn't list all the manpages, those manpages didn't make it to the Release tarball.
