Just set the resize increment slider to zero in the "Window Handling"
panel of WPrefs to disable this behavior.
I think the default value for the ResizeIncrement should be zero,
since this option is new (it was introduced in a0633381755
("Mod+Wheel Window Resize").
I'll write a patch doing that.
