The patches I wrote set fullscreened window to WMNormalLevel and raise them. Fullscreened windows still take whole screen and aren't moveable/resizable. Only noticeable difference apart from fixing focusing issues is that windows with "Keep on top" really stay on top. (I consider this correct behaviour.)
