Well, all I can say I can confirm this.

I gone into how I can run a window manager from user mode (not wanting to mess with my production system), so I downloaded and built the current stable version (0.95.6) of WindowMaker with the default settings (that is, not fiddling with anything, just configure - make - make install). Running this version of WindowMaker the problem vanishes.

To confirm it since I just did the window maker switch with inserting a restart into xterm into the right click menu, keeping the offending page open in Firefox, I exited the window manager. In this state in Firefox these drop down menus won't react to clicking on them (won't drop down). From there starting up Debian's version (0.95.3), the Firefox window regained the ability to drop down, however the bug appears again.

For an another take, I dug up 0.95.3 from the repo, compiled it, and made a test run with it. Bug appears.

So it pretty much shows that whatever is going on inside Firefox somehow depends on the window manager running (I hope even if the bug is not reproducible, it is reproducible that without a window manager these dropdown menus won't drop down, well, maybe an another bug on the part of Firefox, although Opera also shows similar behaviour), and apparently something in the past three versions of WindowMaker changed which affects this behaviour, thankfully fixing it in the current version.

Now somebody please save me from that billion of windows the many restarts managed to open (having applications in startup scripts is apparently not a good idea when testing window managers).

So:

Bug appears fixed on 0.95.6. On the same system building 0.95.3 from source reproduces the bug while 0.95.6 with the same settings don't.
