I have googled for UserMenus and gnustep and found that number of people found that this feature works if they use the path ~/GNUstep/Library/WindowMaker/UserMenus So, unless there is a good reason to put that directory under the ~/GNUstep/Defaults maybe it would be a good idea to just fix the documentation and leave the path as it was.
