As you probably have deduced by yourself now thanks to the copious amount of 
answer so far, yes, it is intentional.
Window Maker does not support mixing different formats for menus: it expects 
one format and does not suppose it could be the other.

We can mix menu formats with no problems by using OPEN_MENU and OPEN_PLMENU as necessary.

I looked at the source, and currently we're assuming the WMRootMenu is either in proplist format itself *or* it references a path to another menu file in the old style format.

I just submitted a patch which would allow it to reference a path to another menu file in proplist format as well.
