bug or feature?

It would be nice when you have "Edge Resistance" set to "Attract" if the 
Dock behaved like an ordinary window.  Currently, if the dock has "Keep 
on Top" selected, other windows will "Attract" to the dock.  However, if 
"Keep on Top" is NOT selected, then other windows will NOT "Attract" to 
the dock.  I am not sure whether this is a bug or a feature, but it 
seems like the behavior would have to be intentional.
