Correct. One can set the font size for all GTK-2 apps via the
~/.gtkrc-2.0  config file. Mine looks like this:

$ cat ~/.gtkrc-2.0
gtk-font-name = "Bitstream Vera Sans 13"
gtk-key-theme-name = "Emacs"

GTK-1 apps have a ~/.gtkrc config file, but I don't know anything more
about them.
