Your freezing suggestion amounts to having the user set it up once and
then reuse it.

Ion can save this into a file and load that on startup.  By handing the
right file to Ion, I always had the same workspaces and frames (in
Ion-parlance; similar terminology in wmii would be tags and views and
columns).
