Burying him at sea denies the terrorists a martyrdom shrine. And doing so 
within 24 hours prevents Muslims from protesting that Islamic law was flouted. 
Cremation probably wouldn't be acceptable, and might be used as a recruitment 
tool. (Not that it won't be anyway, but it won't be as effective as the 
infidels desecrating the body would have been.)
