Since WSDL 2.0 is approaching the Candidate Recommendation phase, our first priority should be to build a reference implementation of the spec and help get the spec debugged and approved. This means I'd like us to defer the WSDL 1.1 support until we nail the WSDL 2.0.
However, WSDL 1.1 is very important and we'll have to coexist for a long time, and also help people migrate to WSDL 2.0. I think we can represent most of WSDL 1.1 in the WSDL 2.0 component model. For the parts that aren't a direct match, we can define Extensions, since WSDL 2.0 is extensible. This will actually be a good test of the extensibility of our implementation.
