Sorry for the delay in responding to this query. I needed to confirm my
understanding with our legal team.

WSDL4J is distributed under the Common Public License (CPL) v1.0 and this
is not changed automatically by any redistribution of WSDL4J as a component
within a technology that has some other license. For example, Apache Axis
is distributed under the ASL 2.0 and it includes WSDL4J in its
distrubution, but the CPL v1.0 still applies to the WSDL4J component and
the terms and conditions of the CPL are not removed by the ASL 2.0.

WSDL4J 1.4 was donated by IBM to the Apache Woden incubator project as the
initial code contribution and any code reused in Woden will be distributed
under the ASL 2.0, not the CPL v1.0.  However, this query relates to the
WSDL4J distribution from SourceForge and I assume it concerns the latest
version, now at v1.5.1.

And I believe that IBM relicensed the WSDL code under ASL2.0 when it
donated it to Woden.
