I'd say don't think too much about it :) Right now the best practice is to ask people to add it to JIRA and click on the grant to ASF button. If you keep getting good patches and you are considering someone as a committer, you can preemptively ask them to file a ICLA even before a VOTE (since it takes a while for the fax to get recorded anyway).
