It may help to know that the WSDL validator is available in the WTP WST download as a jar named org.eclipse.wst.wsdl.validation.VERSION#.jar. So, if the package is downloaded and extracted locally (as a previous post commented) there is a small jar that should be ready to go and can be packaged with Axis. If it's of interest, the WST zip also contains the WS-I test tools, which include the WS-I WSDL validator that is integrated into the WSDL validator. (That last part may be a little confusing but in short, if the WS-I validator is used a WSDL file will first be validated with the WSDL validator and only if valid will then be validated with the WS-I validator for conformance to the WS-I basic profile and attachments profile.)
