Please go ahead and work on this. With Woden in general we've been following the examples from Xerces. Xerces is a very mature parser that, from a parser perspective, has gone through many of the same development pains/decisions we at Woden will experience.
I think Woden should not include an XML catalog but rather a generic URI resolution framework. This framework will allow Woden consumers to provide any URI resolution mechanism they'd like. In the case of Woden's Ant task we can provide XML catalog support.
I'd be happy to discuss this more if you'd like.

Please do. Lawrence knows how to do this but is very tied up on an internal development project right now. He may have some thoughts on the matter though.
