Some internally defined constants should be defined on the API

Some of the constants currently defined in internal constants classes like
org.apache.woden.internal.wsdl20.Contants are also needed by Woden users in the
Woden programming model (e.g. tokens, NS URIs, etc). These should be defined in
a public class or interface as part of the Woden API.
