HTTP and SOAP Extensions are Mutually Exclusive

Woden fails on Echo-1G because it is creating both an HTTP and a SOAP extension
component. These are mutually exclusive based on the binding type. The SOAP
extension contains HTTP properties when the underlying protocol is HTTP.
John - let's fix this asap so we can achieve all green on the test suite during
the interop event.
