Paul, the initial code contribution that IBM made to the Woden incubator project was for WSDL4J 1.4, to provide a code base for developing a similar WSDL processor to support WSDL 2.0. As you may recall, you obtained the approval to contribute WSDL4J 1.4 when you were still with IBM. IBM has not had any plan to discontinue the WSDL4J project at Sourceforge.net.
