Gyanesh,
I have committed fix r606197 for JIRA WODEN-191 to resolve this problem. 
As stated previously, I could not recreate your error using Woden with the 
IBM 1.42 and Sun 1.42 JREs, but the fix removes the use of the URI class, 
so it eliminate the URISyntaxException you were seeing on Tomcat. I have 
tested to confirm that the URL for a path containing spaces can be used to 
access the file.

I have committed to trunk, so you could try testing with the daily maven 
SNAPSHOT jar for Woden or just extract the SimpleURLResolver.class file 
from this SNAPSHOT if you prefer (it should work with Woden M7b which is 
used by the last Axis2 release).
