The widgets that are included in a build are already "expanded" and setup in
the DB; they do not therefore contain a valid manifest, and already have had
the W3C Widget A&E API injected into their source code. Re-zipping these
default widgets and importing them won't work and isn't really intended to work.
If necessary the Weather widget can be removed from the release and recreated
as a .wgt resource - however I'm not sure why you'd want to do this seeing as
its included by default?
If you were trying to test the import facility, I suggest instead using some of
the Widget resources available from the root of the repository, e.g.
widgets/wookiewiki.wgt
