The most recent update of the W3C WIdgets: P&C spec includes a "defaultlocale"
attribute on the <widget> element as a hint of which locale to use as default
in the case where none of the included locales are supported. This requires a
bit of work to support in the parser, effectively mapping an unsupported locale
to the default (null) locale.
