First off, sign up on the tracker:

https://issues.apache.org/jira/browse/WOOKIE

Next, create a new Issue - e.g. a New Feature.

Next, create a patch file (e.g. using "svn diff > patch.txt" or your IDE), and 
attach it to the issue.

Then either myself or another committer will take the patch, apply it to a 
local copy of the trunk code and test it before committing it to svn.

If you need any more help, just ask.
