In reviewing RC2 I still cannot find any licence reference for the following 
jars:

activation-1.1.jar - COMMON DEVELOPMENT AND DISTRIBUTION LICENSE (CDDL) Version 
1.0 
commons-dbcp-1.2.2.jar ?? 
jsp-api-2.1-6.1.3.jar ??? 

The following are all under the Apache license and so don't really need an 
explicit mention, but without it we need to check on each release. The goal is 
to get this release as clearly documented as possible so that future releases 
are easier.
