Parser POM declares all dependencies as "optional"

The pom.xml generated for the parser module lists all its dependencies as
"optional", which means that when included in a Maven project you have to
manually add them to the project pom anyway.
Is there a particular reason they are marked as "optional"? I think they are
all pretty essential?
