ant run takes a long time and -Doffline=true fails

On a clean system 'ant run' takes a long time. Also -Doffline=true fails.
The reason is several entries in ivy.xml have rev="latest.integration" which
causes ant to always look online.
I've provided a patch with the changes that Scott suggested when I grabbed him
the second he got in the room.
