Better management of CSS in templating system

At present the only way of providing new CSS files is to provide a new
index.html file that will load them as appropriate.
It would be useful if we had a configuration parameter to do this for us. It
would also be useful if any CSS files provided with a template or widget were
automatically included in the default index.html
